SNR is conducting a systematic needs assessment of the current ground and maintenance workforce at Santa Noeta Regional Airport (STQ), the anchor site for the FlyForward retraining initiative. The study documents the competencies the existing 340-person workforce already holds, identifies the gaps relative to the zero-emission infrastructure the airport is scheduled to operate, and establishes the baseline measures against which FlyForward outcomes will be evaluated.
The methodology foregrounds what standard needs assessments tend to skip in a transitional context: mapping the deep legacy expertise of an incumbent workforce, assessing readiness honestly, and identifying the structural barriers that determine whether a “well-designed” program reaches anyone. Fieldwork is ongoing, conducted on the tarmac and in the maintenance bays rather than from a conference room.
This assessment is the empirical floor under the FlyForward design work. Nothing the Consortium recommends for the airport workforce should outrun what this study can show.
