SNR is developing the evaluation framework for the FlyForward retraining curriculum — the structure that will tell the Consortium whether the training actually produced workers who can do the new work, and whether that capability held over time.
The framework centers longitudinal transfer measures: supervisor ratings, employment retention, and observed task performance collected at six and twelve months post-completion, rather than the completion rates and end-of-course satisfaction that most workforce evaluations stop at. It is being designed collaboratively with the Santa Noeta DPI team, who build the curriculum, and the Fuente Workforce Alliance, whose members are among the workers the program is meant to serve — so that what gets measured reflects the realities of seasonal labor and existing expertise, not just what is convenient to count.
The framework is in draft, with a pilot application planned alongside the first full FlyForward cohorts.
