STQ Workforce Needs Assessment
A systematic needs assessment of the ground and maintenance workforce at Santa Noeta Regional Airport — documenting the competencies the existing workforce holds, the gaps relative to zero-emission systems, and the baseline measures FlyForward will be evaluated against. Fieldwork is ongoing, on the tarmac and in the bays.

Training Effectiveness Framework
The evaluation framework for the FlyForward retraining curriculum, built around transfer measures — supervisor ratings, retention, and observed task performance at six and twelve months — rather than completion rates. Designed with the Design & Performance Improvement division and the Fuente Workforce Alliance. In draft, with a pilot planned alongside the first cohorts.

Community-Engaged Research Agreements
Co-developing the data-governance and consent agreements that govern any research touching the region’s tribal nations and community organizations — built with them, not about them. Tribal data sovereignty is a starting condition, not a courtesy: communities own and control data gathered on or about them, and set the terms of their participation.
How We Choose What to Study
SNR takes on work where the answer will actually change a decision. Each project foregrounds transfer — whether a program produces people who can do the work in real conditions — and treats the communities whose lives the research touches as partners with standing, not subjects. Research conducted without genuine agreement isn’t just unethical; it’s bad research, because the access and knowledge the work depends on can be withheld.
